Annual Declaration Guide: Discrete Organic Chemicals (DOCs)

The Chemical Weapons Convention’s definition of a DOC is:

"any chemical belonging to the class of chemical compounds consisting of all compounds of carbon except for its oxides, sulfides, and metal carbonates."

You must declare if you produce more than 200 tonnes per year (aggregate quantity) of discrete organic chemicals (DOCs) or have at least one plant producing more than 30 tonnes per year of a single DOC containing the elements Phosphorus, Sulfur, or Fluorine (PSF-DOC).

Examples of DOCs include:

Alcohols (including Methanol), Aldehydes (including Formaldehyde), Ketones , Ethers (including MTBE), Amines, Carboxylic acids, Esters, Plasticizers, Ethylene oxide/glycol, Chlorinated solvents, Urea, Vitamins, Organo-Inorganic compounds.

Exemptions

Plant sites exempted from making a declaration include the following:

Company / Institution
Name of company or institution completing the form. The company / institution operating the plant site or facility dealing with the Scheduled chemicals should complete and submit declarations. The Canadian National Authority (C.N.A.) must receive the declarations from the operators of such plant sites or facilities. These operators may or may not be the actual owners.

Street Address
Address of the Canadian headquarters or head office of the company / institution.

City
City of the Canadian headquarters or head office of the company / institution.

Province
Province of the Canadian headquarters or head office of the company / institution.

Postal Code
Postal Code of the Canadian headquarters or head office of the company / institution.

Contact Name
The person within your company / institution that should be contacted by the Canadian National Authority if necessary.

Contact Title
The title of the person listed as the contact.

Phone
The telephone number with area code, of the person listed as the contact.

Fax
The facsimile number with area code, of the person listed as the contact.

E-Mail
The internet e-mail address of the person listed as the contact.

Plant Site / Facility
The local integration of one or more plants, with any number of intermediate administrative levels, which are under one operational control and which include a common infrastructure.

Name of operator
Please indicate the name of the operator of the plant site / facility.

Name of owner
If the operator of the plant site / institution is not the owner, please indicate the name of the owner.

Street Address
Address of the plant site / facility.

City
City of the plant site / facility.

Province
Province of the plant site / facility.

Postal Code
Postal Code of the plant site / facility.

Updating previous DOC Declaration
If you declared this DOC plant site last year and your declaration this year remains the same, indicate by clicking on the "yes" box. The C.N.A. will then carry forward your last detailed declaration.
