Bilateral relations
Canada enjoys long-standing and strong bilateral relations with the Grand Duchy of Luxembourg. During World War II, the two countries grew significantly closer, when the Grand Duke's family took refuge in Montréal after the German invasion of the Grand Duchy of Luxembourg in 1940.
The Canada-Luxembourg Memorandum of Understanding on Youth Mobility, signed in 2019, highlights the strong people-to-people ties between Canada and Luxembourg. It allows young people from each country to travel and work in the other country.
Canada and Luxembourg signed an audiovisual co-production treaty in 2017. The treaty, which came into force on February 1, 2021, allows producers from both countries to jointly produce film or television productions through the pooling of their creative, technical and financial resources.
Prime Minister Trudeau met with then-Prime Minister Xavier Bettel on November 1, 2022 in Ottawa, during the latter's visit to Canada. A Luxembourg economic delegation of approximately 100 participants visited Toronto and Montréal in June 2022. It was led by then-Minister of the Economy Franz Fayot and accompanied by Hereditary Grand Duke Guillaume.
Luxembourg is represented in Canada by its Embassy in Washington D.C., while the Embassy of Canada to Belgium, in Brussels, represents Canada in Luxembourg. In addition, both countries have nominated Honorary Consuls in Vancouver, Calgary, Toronto and Montréal for Luxembourg, and in Luxembourg for Canada.
Trade and investment
Canada and Luxembourg's long-standing friendship has resulted in a strong economic and trade partnership. In 2023, Canada-Luxembourg merchandise trade was $284.8 million. Luxembourg is also one of the largest European sources of foreign direct investment (FDI) in Canada. In 2023, FDI stock from Luxembourg stood at $23 billion (Ultimate Investing Country Basis).
