Adoption and surrogacy

Birth abroad

If your child is born outside of Canada, you do not need to register the birth in Canada.

Pay your application fees online before you apply for citizenship services.
E-certificate
You can choose to receive an e-certificate or a paper certificate. If you choose the e-certificate, it will be emailed to you and reduce delivery time. The paper certificate would need to be mailed to you from Canada. If you have an e-certificate, you can:
- always access it online
- download and save it to any digital device
- print it
- access services and benefits the same way you would with a paper certificate
- for example: when applying for a pension or Canadian passport
If you are not eligible to apply online, you can complete your citizenship application on paper.
Please ensure you include:
- A printed copy of your online payment receipt
- Coloured photocopies of all required documents listed in the instructions
Incomplete or incorrect applications will be returned to you. The processing time will restart once your complete and correct application is received.

Note: All physical applications for citizenship certificates are pre-screened at the High Commission before being sent to the Case Processing Centre (CPC) in Sydney, Nova Scotia.

Notarial services
Consular officials do not provide any legal advice or represent a person in court. The office provides the following notarial services, by appointment only, to Canadian citizens and, in limited cases, to non-Canadian citizens if the documents are intended for use in Canada.
Note: Documents must be in English or French, or accompanied by an official translation in English or French.
Authentication/Attestation (certify the document signature, the position of an official and the seal are genuine):
- Documents issued in Canada must be authenticated by Global Affairs Canada in Ottawa before the office will certify the documents (fees apply).
- Witness a signature on a Statement in lieu of certificate of non-impediment to marriage abroad form (fees apply).
- Clients requiring information about authenticating documents while outside of Canada, refer to Authentication of documents.
Certified copy (certify the document is a true copy of the original):
- Documents presented by a Canadian citizen or a non-Canadian citizen for use in Canada; exceptions apply (fees apply).
- Government-issued identification requiring a certified true copy (fees apply).
Witness a signature (consular officer witnesses a signature):
- Documents presented by a Canadian citizen or a non-Canadian citizen for use in Canada; exceptions apply (fees apply).
- Government-issued identification requiring a witnessed signature (fees apply).
Note: Complete all documents before booking an appointment. Sign all documents in front of the consular officer.

Passport services
The High Commission provides passport services to Canadians living and travelling in New Zealand, Fiji, Kiribati, Samoa, American Samoa, Tonga, Tuvalu, the Cook Islands, Niue, Tokelau, French Polynesia, Wallis and Futuna.
Submit your passport application at least 6 weeks before the expiry of your current passport, or your anticipated departure date, to avoid problems. We do not provide an expedited passport issuing service.
Applying for a passport while abroad
Select the appropriate application, download and print the application including the instructions:
- Adult Abroad Simplified Renewal passport application
- Adult Abroad General passport application
- Child Abroad General passport application (under 16 years of age)

You must pay online for all your passport services before completing your passport application.

Lost or stolen passports
What to do if your passport is lost or stolen.
If your passport has been lost or stolen, you need to report it immediately to the passport issuing office, and police station, nearest you.
Applying for your replacement passport you must include the following with your application:
- A completed Statutory Declaration form - PPTC 203
- The original police report

Processing times
Check passport and travel document processing times and service standards.
Applications are processed in the order they are received. Processing times may be affected by:
- Delivery times
- Volume of applications received
- Complexity of routine verification and security checks
Incomplete or incorrect applications will be returned to you. The processing time will commence again once we have received your complete and correct application.
We do not provide a status checking system. Do not contact the High Commission until after 20 business days. Unnecessary enquiries only delay processing. If there are any problems with your application, it will be returned to you with specific instructions to correct it.
Additional information
If you have a New Zealand permanent residency or work permit please enquire with Immigration New Zealand about how to transfer it into your new Canadian passport. We do not provide this service.

Visa and immigration services
The High Commission of Canada to New Zealand does not provide Visa or immigration services.
All Canadian visa and immigration enquiries are handled by our regional visa and immigration office at the Consulate General of Canada to Australia, in Sydney.
- Apply to travel, study, work or immigrate to Canada.
- Find a visa application centre (VAC) to book an appointment to give your biometrics (fingerprints and photo).
- Submit an enquiry using the IRCC web form to contact a visa office.
