On March 6, 2025, the Honourable Mélanie Joly, Minister of Foreign Affairs; the Honourable Mary Ng, Minister of Export Promotion, International Trade and Economic Development; and the Honourable Ahmed Hussen, Minister of International Development, launched Canada’s Africa Strategy: A Partnership for Shared Prosperity and Security – Canada`s first global strategy that will drive economic prosperity, security and fairness for both Canadians and Africans for years to come.

Sudan
Project: Darfur Community Peacebuilding

Canada is allocating an additional $1,864,699 in project funding for a total of $3,364,699 to continue strengthening the protection of civilians and reduce conflict-related violence experienced by civilians in Sudan, particularly women and girls.

- carrying out community risk assessments, protective presence and patrols and accompaniment to protect at-risk communities in high-risk areas.

Project: Support of Community-Based Protection Program to Improve Protection Outcomes for Civilians

This project aims to strengthen the protection of civilians in the border area of Benin, Togo and Burkina Faso, a region facing growing insecurity due to the expansion of non-state armed groups. The project will respond to the critical needs of vulnerable border communities by:
- establishing inclusive community-based protection groups;
- strengthening forums for dialogue between communities, civil authorities and security and defence forces;
- training security and defence forces in civilian protection; and
- advocating strategically with commune, departmental and national authorities.
Burkina Faso and Benin border region
Project: Localized early warning to build communal resilience and counter violent extremism in Burkina Faso and Benin

The project aims to increase stability in Coastal West Africa (CWA) to prevent the spread of violent extremism. Through the establishment of a localized early warning system (EWS), the project will support early response to conflict and potential extremist attacks in the border areas of Burkina Faso and Benin and promote community stability and human security.
Mali, Burkina Faso, Côte d'Ivoire border region
Project: Combatting the Spread of Insecurity and Violent Extremism in West Africa

This project seeks to contribute to reducing the spread of insecurity and violent extremism in the border areas shared by Côte d’Ivoire, Burkina Faso and Mali, by establishing local conflict management mechanisms coordinated at the cross-border level. It will strengthen the dialogue and coordination capacities of border communities to promote social cohesion and reduce inequalities and frustrations by taking everyone’s interests into account, thus reducing the risk of intercommunity confrontations, a breeding ground for the expansion of armed groups.

Project: Leaders of Today, Not Tomorrow: Strengthening Transnational Youth Peace Leadership Along the Ivorian-Ghanaian Border

This project empowers diverse young women and men to be collaborative leaders driving peaceful change in the northern borderlands of Ghana and Côte d’Ivoire. Unleashing the potential of young people to strengthen the nascent peacebuilding ecosystem in the region increases the prospects of sustained peace and security. Ensuring decision-making and peace processes are grounded in and responsive to the vulnerabilities and frustrations that drive youth recruitment strengthens youth resistance to being drawn into violence.

This project supports the establishment of a conflict sensitivity hub in Ethiopia that seeks to strengthen the conflict-sensitivity capacity of local and international humanitarian, development and peace actors in Ethiopia.

Project: Dealing with the Past and Responding to Risks and Opportunities for Peace in Sub-Saharan Africa

This project increases the effectiveness of peace, reconciliation, and dialogue processes in Ethiopia and Sub-Saharan Africa by providing adaptive and flexible support to a range of local organizations. It will support the Somali regional Truth and Reconciliation Commission to conduct public hearings, provide support to victims and survivors, and facilitate peace collaboration meetings with Tigrayan civil society.
Mozambique
Project: Children and Armed Conflict in Mozambique

This project will support efforts to protect 12,000 children affected by armed conflict (CAAC) from recruitment, while reintegrating 900 children associated with arm forces and armed groups (CAAFAG) into their communities. It will focus on building the capacity of support service providers and the resilience of communities most vulnerable to armed groups. The project will support vulnerable children and establish a centralized database to ensure appropriate, targeted support, provide trauma-informed care to affected children, support family reunification, and deliver child-friendly justice services.
Project: Support to the Mozambique National Peace Process (extension)

This cost extension to Canada’s contribution to the Mozambique Peace Process Basket Fund will continue to:
- support the implementation of the Maputo Accord for Peace and National Reconciliation.
- disarm and demobilize ex-combatants and support the reintegration of ex-combatants and their family members into Mozambican society, including with livelihoods support.
- supported peace clubs and community activities towards long term and sustainable reconciliation and peace.

This contribution represents Canada’s assessed contribution to the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer (MLF). The Montreal Protocol is an effective instrument to achieve global climate mitigation.
This Fund provides support to developing countries to phase out the use and production of substances that break down the earth's protective ozone layer.

This project aims to contribute to the climate change adaptation of communities living in or near three protected areas in Senegal, Mauritania and Gambia.
Cameroon
Project: Empowerment of Women and Girls Groups in Rural Cameroon
Partner: Afrique Future Canada
Funding: $2,000,000
This project aims to reduce poverty by strengthening the economic rights of women and young girls in Cameroon. This project will support efforts to strengthen technical capacities for environmentally friendly and health-friendly agricultural production and marketing targeted products. It will also strengthen the quality of commercial production for local and regional markets in the Nyong and Kellé departments. And it will strengthen the rights of women and girls from 26 groups within local support structures. The project will also include awareness-raising and training around women's and girls' rights.
Ghana
Project: Increasing Climate Resilience and Improving Farmers’ Livelihood in Ghana

This project will improve food security in Ghana, including by addressing the impact of annual droughts on crop and livestock production. It will also support the provision of early warning information on weather while promoting farming systems that are resilient to prolonged drought seasons.
Project: Climate Resilient Livelihoods for Women in Northern Ghana (CLIMB)

This project will increase the revenues of agricultural farmers, particularly women farmers, living in five climate-challenged regions of northern Ghana. It will support climate-resilient farming systems and provide concessional loans and financial services to 14,500 smallholder farmers, mostly women, 480 agribusiness traders, and 20 small and medium enterprises. These activities will add value to agricultural products in Ghana.
Senegal
Project: Professional Skills and Youth Employability in the Environment Sector

It aims to meet the triple challenges of adapting Senegal's coastal populations to climate change, combating poverty in rural areas, and ensuring the socio-economic integration of young people.
Somalia
Project: Scaling Up Climate-Resilient Livelihoods in Somalia

The Scaling Up Gender-Inclusive and Climate-Resilient Livelihoods Program in Somalia responds to Somalia's need for climate-adaptation support. As one of the root causes of the country's cyclical and prolonged humanitarian crises, climate change in Somalia requires an increased focus on inclusive and conflict-sensitive natural resource management, climate-related disaster risk planning, climate-resilient livelihoods and inclusive and gender-sensitive governance. This project aims to fund activities that meet these objectives, including layering humanitarian and development interventions to increase climate resilience of Somali agro-pastoralists and pastoralists. It will also support work to ensure gender-sensitive outcomes from the rehabilitation of irrigation and flood management infrastructure along of Somalia’s largest rivers. Project activities include:
- building government capacity;
- developing structures to enable community-led climate-related disaster risk planning and natural resource management;
- providing training and resources to diversify and strengthen climate-resilient livelihoods;
- enabling access to additional financial resources for marginalized groups;
- developing and implementing actionable gender analyses within a large-scale climate adaptation program;
South Sudan
Project: Expanding Agricultural Climate Resilience In South Sudan

Climate change is intensifying existing gender inequalities and vulnerabilities in South Sudan. This project aims to enhance capacities and promote technologies for the sustainable utilization of natural resources and nature-based enterprises, while also diversifying livelihoods and income generating sources for vulnerable populations. Project activities include:
- building the capacity of farmers by providing livelihood inputs, such as drought resistant crop variants;
- providing fishing equipment and gear to promote fisheries production among highly vulnerable households affected by floods;
- conduct training sessions on Good Agricultural Practices, climate-smart agriculture technologies, and natural resource management, ensuring the provision of appropriate inputs to raise awareness and facilitate the adoption of new technologies;
- enhance local and institutional capacities for anticipating and addressing disaster risks related to droughts and floods.
Sudan
Project: Enhancing Climate-Resilient Agriculture and Livelihoods for Women and Youth in Sudan (ECRAL)

The Enhancing Climate-Resilient Agriculture and Livelihoods for Women and Youth in Sudan project aims to improve food security for 49,500 people, particularly women and youth, in rural areas of Sudan. Project activities include:
- Providing training to develop capacities of local stakeholders and NGOs to plan, implement, and mobilize resources for integrated landscape management;
- Establishing and operating 160 farmer field and business schools to promote climate-resilient agricultural technologies and practices;
- Train women through 12 Women’s Empowerment Farm Business School to develop and manage at least 12 agri-food enterprises;
- Provide training and other supports to farmers in establishing and rehabilitating agricultural assets, including water and food storage systems;
- Providing training and other support to strengthen the capacities of relevant stakeholders for gender-responsive Climate-Smart Agriculture, landscape management, and sustainable agri-food value chains.

Project: Extension of “Sector Hub to Prevent and Address Sexual Misconduct in the Delivery of International Assistance”

The project aims to reduce the risk of sexual misconduct and to work towards the full realization of human rights for local populations, particularly women, girls and marginalized communities. The project enables the Sector Hub to support civil society organizations (CSOs) working in international development to meet their commitments related to the prevention of sexual exploitation, abuse and harassment (PSEAH) using an anti-racist, locally-lead and intersectional feminist approach. Project activities include:
- maintaining and expanding an e-platform for Canadian CSOs to share resources and experiences.
- delivering knowledge-sharing activities for staff of Canadian CSOs, including small to medium organization, on PSEAH and on anti-racist, locally led, intersectional approaches to international cooperation.
- developing support materials, toolkits and case studies on anti-racist, locally led and intersectional approaches relevant to PSEAH.
- maintaining and expanding a database of specialized services.
- convening communities of practice for staff of Canadian CSOs to enhance learning on PSEAH and anti-racist, locally led and intersectional approaches to international cooperation.

Côte d'Ivoire
Project: Building resilience in northeastern Côte d'Ivoire

The project aims to strengthen the resilience of health systems, communities and individuals in the Bounkani and Tchologo regions, by improving access to quality sexual and reproductive health services, as well as to gender- and conflict-sensitive professional training centers. On the one hand, the initiative works with health structures and various care providers to improve their capacity to deal with sexual and reproductive health and rights, as well as gender-based violence. On the other hand, it aims to increase employability and access to financial resources to foster the economic empowerment of young women and mothers.

This project will build the capacity of 7,000 health professionals and support 100 healthcare facilities to deliver high-quality sexual and reproductive health services to low income and underserved women and girls, while ensuring a safe policy environment for access to professional services from accredited public and private service providers in rural communities across 14 regions of Ghana.

Mozambique
Project: Combatting Absenteeism and Reducing Barriers to Education

This project will:
- provide daily nutritious meals to approximately 53,800 students at 104 schools in 5 food insecure districts in Tete province of Mozambique;
- connect smallholder farmers as suppliers of fresh produce to the schools;
- support community gardens and provide nutritional education to parents and students linked to the school gardens;
- strengthen community engagement;
- establish support clubs for girls, and test locally sourced menstrual hygiene products for women and girls;
Project: Fixing the Foundations: Mozambique's Health Systems Strengthening

This project supports the World Bank and Mozambique’s Ministry of Health to improve healthcare for vulnerable populations, ensuring that more people receive timely, quality care. This co-funded program allows for the combining of resources to drive impact, namely improving maternal, adolescent and child health, and increasing access to life-saving care. The project will:
- strengthen district hospitals;
- expand access to essential medicines;
- train community health workers and enhance community health services;
- build digital supply chains;
- build climate-resilient health infrastructure for a stronger, sustainable health system for the future.
Morocco

Nigeria
Project: Improving Health and Nutrition Status of Women, Adolescents and Children in Nigeria

This project aims to improve the health and nutrition status of women, adolescents and children in the Bauchi, Kaduna, and Kebbi states in Nigeria by improving coverage of: gender-responsive sexual and reproductive health and rights (SRHR); maternal, neonatal and child health (MNCH); and nutrition services. The expected results include:
- increased availability and accessibility of gender responsive SRHR, MNCH and nutrition services;
- increased family and community support for women and adolescents to fulfil their rights for gender responsive SRHR, MNCH and nutrition;
- improved capacity of the State, Local Government Authorities (LGA), and key stakeholders to promote and deliver gender responsive SRHR, MNCH and nutrition services for women, children and adolescents.

This project aims to improve sexual and reproductive health and rights (SRHR) through access to water, sanitation and hygiene services (WASH) for women and adolescents in Bauchi State, Nigeria. The expected results are:
- improved ability of adolescents to access gender-responsive and climate-resilient WASH and menstrual health and hygiene (MHH) services for in-school and out-of-school girls and boys;
- strengthened gender-responsive and climate-resilient WASH services at schools and sexual reproductive health integration at healthcare facilities for women and girls;
- improved governance to ensure the provision of evidence-based, accountable, gender-responsive and inclusive WASH, MHH, and SRH services at local, state and national levels.

This project aims to support 100,000 women and girls with holistic care services in seven regions with a high prevalence of gender-based violence in Senegal. This project will expand the scope of Canada's G7 Charlevoix investment to cover all ten states (seven originally) and to focus on addressing persistent barriers to quality education and retention for adolescent girls and children with disabilities, including in more insecure areas with high numbers of internally displaced and refugee populations.
Project: Health Sector Transformation in South Sudan

This project is part of a multi-donor trust fund to support the delivery of the Government of South Sudan’s basic package of health and nutrition services in all 10 states. It is the backbone of the healthcare system in South Sudan, delivering much needed supplies and services to improve health outcomes, especially for women and children. This basic health package includes services such as maternal and newborn child health care, immunization, treatment for infectious diseases, family planning, and support for survivors of sexual and gender-based violence. The World Bank collaborates with the South Sudan Ministry of Health to co-finance this work and to build capacities.
Tanzania
Project: Strengthening Midwifery in Tanzania

This project aims to reduce maternal and newborn mortality and improve healthcare delivery by increasing the availability, skills, competence and empowerment of midwives to ensure that they are able to provide the full scope of midwifery care. The project will introduce and improve the midwifery training curricula and the learning environment for pre-service midwives, strengthen the skills of trainers, and support regular upgrading of clinical skills for in-service midwives.
Project: Keeping Girls in School by Improving Water, Sanitation and Hygiene Infrastructure and Decreasing Sexual and Gender-Based Violence

This project seeks to enhance educational opportunities and increase girls’ retention in school in Tanzania. To prevent girls from missing school, the project will increase the availability of clean and safe sanitation facilities and menstrual hygiene products. The project will also promote safe learning environments to protect students from school-based sexual and gender-based violence.

This project strengthens the role of national media in raising awareness about sexual and reproductive health and rights (SRHR) and combating gender-based violence (GBV). It promotes collaboration between social workers, community radio, and local leaders to fight social stigmas related to SRHR and GBV while influencing public policies for greater gender equality.
