Canada’s explanation of vote on today’s resolution tabled at the UN General Assembly’s 10th emergency special session

“The UN General Assembly met today for the 10th emergency special session to discuss the humanitarian impact of the ongoing conflict between Israel and Hamas.

“Canada remains deeply concerned by the humanitarian situation in Gaza. Even wars have rules, and we continue to call on all parties to protect civilians, respect international humanitarian law and ensure that aid workers are safeguarded in all circumstances. Civilian deaths in Gaza are tragically high, and we urge the steps required to deal with the rapidly deteriorating humanitarian situation. Rapid and unimpeded access to assistance is essential, which is why we endorse the need for a humanitarian pause. 

“Canada introduced an amendment to the resolution tabled today at the 10th session in an effort to ensure the General Assembly acknowledged that this situation arose because of unconscionable terrorist attacks by Hamas on Israeli civilians on October 7th. The resolution as drafted did not mention this fact. We consider it essential that the international community speak clearly in condemning this terrorism by Hamas.

“Canada regrets that its amendment was not adopted and is disappointed by the failure of the General Assembly to condemn Hamas. Israel, like all states, has a right to defend itself against such acts of terror in accordance with international law. We also reiterate that all hostages must be immediately released and treated humanely. Foreign nationals, including Canadians, must be allowed to leave Gaza.

“The United Nations and its member states have a responsibility to contribute constructively to efforts to resolve the conflict and contribute to the goal of a negotiated two-state solution.”
