Message to Industry – Comprehensive Review of the Allocation and Administration of TRQs for Dairy, Poultry and Egg Products – Resumption of Phase II Consultations

This message is to inform you that Global Affairs Canada (the department) has resumed consultations under Phase II of the Comprehensive Review of the Allocation and Administration of Tariff Rate Quotas (TRQs) for Dairy, Poultry and Egg Products (the Review).

In May 2019, the department launched Phase I of the Review. Input and feedback from these consultations informed the development of a range of policy options, which were included in Phase II of the consultations initiated in February 2020. Subsequently, the Review was temporarily suspended in May due to the COVID-19 situation.

The department has now resumed Phase II of the Review, which will be held for eight weeks from January 6, 2021 to March 5, 2021. The feedback received from Phase II of the consultations will inform the decisions of the Minister of Small Business, Export Promotion and International Trade in developing long-term TRQ policies. The long-term allocation and administration policies for each TRQ will be published on September 1^st, 2021.

These consultations are open to all sectors of Canadian society and international stakeholders with an interest in this matter, including:

• the Canadian public;
• provincial and territorial governments;
• producers, processors, further processors, distributors, retailers, importers;
• national and provincial industry associations;
• small- and medium-sized business owners;
• national, provincial, territorial and regional associations;
• international trading partners; and
• any other interested stakeholders.

Instructions

The department has created a consultations website, which includes the proposed TRQ allocation and administration policy options, background information and frequently asked questions. The policy options are identical to those published in February 2020. Additionally, you will find a summary report of Phase I of the consultations.

Any input received prior to the suspension of the consultations will be retained and given full consideration. However, respondents can also choose to retract, amend or resubmit their previous input. You are invited to provide your submission by email to TRQConsultation.ConsultationCT@international.gc.ca before the closing of the consultation period at 11:59 p.m. (Pacific Time) on March 5, 2021.
