Message to industry – Opening of the application period for the 2024-2025 dairy year TRQs and new notices to importers for the CPTPP dairy TRQs

Global Affairs Canada has opened the application period for the 2024-2025 dairy year TRQs, starting on May 1, 2024, and with a deadline of June 15, 2024.

Subsequent to the CPTPP dairy TRQs Panel report released in September 2023 and the completion of public consultations on Canada’s Panel report implementation plan, Canada has amended its allocation policies for all CPTPP dairy TRQs, including their respective application forms.

Under the new CPTPP dairy TRQs policies, Canada has:

• Removed all allocation holder pools under all CPTPP dairy TRQs;
• Included distributors as eligible under the CPTPP Industrial Cheese TRQ;
• Added a quantity requested question on the application form under all CPTPP dairy TRQs;
• Increased the further processing end-use requirement under the CPTPP Butter TRQ from 80% to 85% of the TRQ volume;
• Amended the transfer policy to allow two-way transfers under all CPTPP dairy TRQs; and
• Moved the return date back by a month under all CPTPP dairy TRQs.

There are no changes to existing ministerial allocation policies for the 2024-2025 dairy year TRQs under the WTO and CUSMA.

The current notices and application forms can be found on the Supply-managed TRQs website. New notices for the CPTPP calendar year dairy TRQs are also available now, however will come into effect beginning with the upcoming 2025 calendar year.

Updates to the TRQ application process

Please be advised that the under-utilization policies applicable to the utilization of 2023-2024 dairy year TRQs will be applied during this allocation process.

On an exceptional basis, the requirement to provide an accountant's letter for the 2024-2025 dairy year TRQ application period is waived.
