Notice to Exporters - Export of items listed on the Export Control List to Türkiye

On October 11, 2019, in response to Türkiye’s military incursion into Syria, Canada temporarily suspended the issuance of all new permits for the export of controlled goods and technology to Türkiye.

As of the date of this notification, and until further notice:

• Permit applications for all groups on the Export Control List will continue to be reviewed on a case-by-case basis under Canada’s risk assessment framework, including against the Arms Trade Treaty criteria.
• However, applications to export Group 2 items (i.e., military items) will be presumptively denied. These applications will be reviewed on a case-by-case basis to determine whether exceptional circumstances exist to justify issuing the permit, including in relation to NATO cooperation programs.
• Exporters who were issued permits for the export of items to Türkiye prior to October 11, 2019 may continue to export against those permits during their period of validity.
