Meeting of bilateral dialogue on raw materials

Summary report
The second meeting of the Bilateral Dialogue on Raw Materials established under Article 25.4 of CETA took place in Toronto on March 6, 2019.
Strategic plans: Updates and priorities
Both parts agreed to:
- Share information about policy priorities and strategic plans, with a particular focus on critical raw materials, minerals and metals, cleantech / clean growth, climate neutral economy, innovation, investment opportunities, and responsible business conduct.
- Discussion of Coordination in international fora
Both parts agreed to:
- Share information about sustainable supply chains and responsible sourcing standards and initiatives.
- Explore opportunities to increase the demand for responsibly sourced raw materials.
- Innovation exchange
Both parts agreed to:
- Continue to share the results of research & innovation projects (i.e., concluded projects with results in the public domain / not subject to a non-disclosure agreement).
- Identify areas of common interest on research & innovation for the mining life cycle.
- Share information about R&D funding opportunities and increase collaboration on R&D as it relates to raw materials between relevant scientific partners, including by increasing the dissemination of information about funding opportunities.
- Trade and investment flows
Both parts agreed to:
- Discuss options for cooperation to boost investment in exploration and mining in both jurisdictions, and on raw materials supply / demand, including critical raw materials.
- Identify opportunities to connect Canadian suppliers of critical raw materials with European manufacturers, including by exploring supply-demand dynamics, and opportunities to promote Canada as a responsible and sustainable source of supply at the 2019 EU Raw Materials week.
- Promote business opportunities for the mining technology, services and supply sectors, including trade missions.
- Interaction with stakeholders
- Stakeholders presented the outcomes of the stakeholder’s forum held March 5th, 2019. They indicated an interest in better understanding how they can support the dialogue, particularly, as related to four themes: increasing investment; environmental licence, public acceptance and responsible mining; permitting procedures; and short and medium term innovation.
- Stakeholders proposed areas for collaborative work with Canada and the EU through the CETA Raw Materials Dialogue. Natural Resources Canada and the EU agreed to review and respond to these proposals.
- Next steps
It was agreed that the next meeting of the bilateral dialogue would be at Raw Materials week in Brussels in November 2020.
