Joint Declaration on a Partnership between Canada and the Members of the Pacific Alliance

Canada and the Republic of Chile, the Republic of Colombia, the United Mexican States and the Republic of Peru (the “Pacific Alliance”), hereinafter referred to as the “Participants”;

Resolved to reaffirm ties of friendship, solidarity, and cooperation between our countries;

Convinced of the importance of free trade for improving competitiveness and fostering sustainable socio-economic development and social inclusion in our countries;

Inspired by our common values of democracy, the rule of law, inclusive growth and full respect for human rights, among others;

Recognizing the importance of the Pacific Alliance as a regional mechanism for deep integration;

Highlighting the progress achieved by the Pacific Alliance towards the free movement of goods, services, capital, and people; as well as to establish itself as an economic-commercial platform with worldwide projection;

Acknowledging with satisfaction the strengthening of economic and commercial ties between Canada and the members of the Pacific Alliance, through our free trade agreements, among others;

Bearing in mind the role that Canada has played as an Observer State to the Pacific Alliance;

Determined to increase dialogue and to deepen trade relations, investment and cooperation between Canada and the Pacific Alliance in areas of common interest;

Declare:

  1. The commitment to establish solid, productive and lasting ties, based on our common democratic values and principles, and on a shared vision of integrating into the international economy and having a presence in a globalized world through free trade.
  2. The interest in establishing cooperation ties and deepening economic and commercial relations on issues of common interest, in order to move towards the free movement of goods, services, capital, and people.
  3. The decision to explore mutually beneficial areas of collaboration, including:
    1. Trade facilitation and promotion;
    2. Education and training;
    3. Small and medium-sized enterprises (SMEs);
    4. Science, technology and innovation;
    5. Responsible natural resource development and corporate social responsibility; and
    6. Environment, including climate change and ocean conservation.
    The scope of cooperation and modalities of specific projects will be accorded by the technical groups designated for that purpose.
  4. The intention to promote private sector participation in the cooperation projects and other activities the Participants decide to undertake, in particular in the area of small and medium-sized enterprises.
  5. The interest in jointly exploring opportunities to develop cooperation projects and activities with the support of the international financial institutions and other entities deemed relevant.
  6. The decision to review on a regular basis, progress in cooperation, and to determine, when appropriate, the relevance of including new areas. In this regard, the Participants will designate their respective representatives.
  7. In the case of the Pacific Alliance, the Technical Group for External Relations will coordinate with Canada the projects to be developed by the competent technical group or groups. It will also be responsible for the follow-up. In the case of Canada, the Department of Foreign Affairs, Trade and Development of Canada or its successor will be responsible for the required follow-up.
