Regulations Amending the Special Economic Measures (Haiti) Regulations

Whereas the Governor in Council is of the opinion that the situation in the Republic of Haiti constitutes a grave breach of international peace and security that has resulted or is likely to result in a serious international crisis;

And whereas the Governor in Council is of the opinion that gross and systematic human rights violations have been committed in the Republic of Haiti;

Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, makes the annexed Regulations Amending the Special Economic Measures (Haiti) Regulations under paragraph 4(1)(a)a and subsections 4(1.1)b, (2)c and (3) of the Special Economic Measures Actd.

Amendments

1 Part 1 of the schedule to the Special Economic Measures (Haiti) Regulations1 is amended by adding the following in numerical order:

  1. Luckson Elan (born on January 6, 1988) (also known as Lucson Elan and Jeneral Luckson)
  2. Gabriel Jean-Pierre (born on March 31, 1984) (also known as Ti-Gabriel)
  3. Ferdens Tilus (born on September 15, 1995) (also known as Jeneral Meyer and Jeneral Meyè)

2 Item 1 of Part 3 of the schedule to the Regulations is replaced by the following:

  1. Joseph Wilson (born on February 28, 1993) (also known as Lanmò San Jou)

Application Before Publication

3 For the purpose of paragraph 11(2)(a) of the Statutory Instruments Act, these Regulations apply according to their terms before they are published in the Canada Gazette.

Coming into Force

4 These Regulations come into force on the day on which they are registered.
