Canada would like to recognize Brazil’s ongoing leadership providing urgent humanitarian and resettlement assistance for refugees and migrants in the region. 

Canada recommends that Brazil: 

  1. Strengthen the demarcation process for Indigenous and Quilombola Peoples’ land, and ensure full participation of Indigenous Peoples in legislative and administrative measures affecting them.
  2. Develop a comprehensive strategy to secure land rights and protect environmental human rights defenders from harassment, threats and violence, and provide relevant authorities with the resources to prosecute illegal activities on protected lands.
  3. Provide universal access to comprehensive sexual and reproductive health services, as Brazil accepted to do previously, to all groups, including women and girls, and the LGBTI community, without prejudice.
  4. Take measures to prevent, investigate and prosecute alleged cases of police abuse, with specific actions to address racism and violence, particularly toward Afro-Brazilians.

Ensuring an adequate standard of living for socio-economic groups below the poverty line, remains a challenge, particularly for those disproportionality impacted by COVID-19. The provision of emergency aid and financial assistance to those facing food insecurity and unemployment is a basic social and economic right.
