Mali – Universal Periodic Review

Canada is aware of the challenges facing Mali and takes note of the efforts of Malian civil society to defend human rights in this difficult context. However, Canada remains very concerned about the presence and actions of the Wagner Group. Canada encourages Mali to prioritize a return to democracy and constitutional order as soon as possible, for the benefit of its citizens.

Canada recommends that Mali:

• Allow formal, independent investigations into allegations of human rights abuses and violations by non-state armed groups, foreign forces and national defense and security forces.
• Adopt a law prohibiting female genital mutilation.
• To cease illegal preventive detentions, to respect the law and the code of criminal procedure, and to implement the "Nelson Mandela Rules" for the treatment of detainees, as well as the "Bangkok Rules" for the treatment of women detainees.

Canada is deeply concerned about the narrowing of civic space in Mali, including the intimidation and harassment of critical voices. Canada also deplores the fact that demonstration permits are only granted to organizations supporting the transitional authorities. 

Recent developments concerning the Peace and Reconciliation Agreement are cause for concern. Canada supports the efforts of international mediation to engage all parties concerned.
