Share your thoughts: Canada’s participation in treaty negotiations on artificial intelligence at the Council of Europe - Questions for consideration

The Government of Canada is seeking the views of the Canadian public to inform Canada’s positions in treaty negotiations on human rights, democracy, and the rule of law at the Council of Europe (COE). This input will help Global Affairs Canada and Justice Canada, the core federal departments representing Canada in the negotiations, develop and refine Canada’s negotiating positions.

To guide input, questions have been prepared based on the Consolidated Working Draft of the Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law (PDF version). It was prepared by the Secretariat and the Chair of the COE’s Committee on Artificial Intelligence, and was published on July 7, 2023. This draft has been provided by the COE to serve as the basis for further negotiations. It does not reflect the final outcome of the negotiations, which are expected to conclude in 2024. The Consolidated Working Draft does not represent the positions or views of the Government of Canada.

The following questions are intended to help the Government of Canada gain a better understanding of the views and concerns of the Canadian public as they relate to AI and this treaty.
