How can an individual be involved in International Development Assistance Projects?

This placemat illustrates and describes the methods through which individuals can be involved in International Development Assistance Projects which vary depending on the type of financial instrument; Contracts or Grants or Contributions. Information on how to access the different methods is also provided.

For Contracts, there are 5 methods. The last 4 correspond to open bidding methods where profit is allowed. All contracts over $10,000 are subject to proactive disclosure.

1. Job Bank - the Government of Canada's leading source for jobs and labour market information. Subscribe to: Job Alert, Youth & Students can subscribe to Services for Youth and Job Seeker Support.
2. Temporary Help Services (THS) - assist’s federal departments in the National Capital Region for requirements up to $400K and not exceeding 48 consecutive weeks. Register with temporary recruitment agencies and identify employment opportunities.
3. Public Services and Procurement Canada (PSPC) Supply Arrangements (SA) - including Task and Solutions Professional Services (TSPS) which is used to fulfill project/program evaluation requirements through the Evaluations Services Consultant category and ProServices which is used for professional services valued below the NAFTA threshold and uses the same resource categories as TSPS. Business Opportunities are published on the Government Electronic Tendering System (GETS). Access by using « DFATD » in the search engine. Under description, verify the SA Holder’s that have been invited to submit a proposal to establish potential business relationships.
4. Department Supply Arrangements (SA) - SA Categories: Technical Services (11 sectors) and Monitoring Services (13 sectors). To access there are 3 options; use « DFATD » in the search engine, submit a proposal at the time of SA Refreshes posted on Government Electronic Tendering System (GETS) or establish business relationships with SA Holder.
5. Request for Proposals (RFP) - The Department leads the design of a project, delivered through a contract with a consultant selected through a competitive process. To access there are 3 options; use « DFATD » in the search engine, submit a proposal in response to a RFP posted on Government Electronic Tendering System (GETS) or offer your expertise to well-established firms.

For Grants and Contributions, there are 3 methods for which profit is not allowed. The Open Bidding method, Call for Proposals (CfP), and 2 Targeted Bidding methods, the Department Initiated and the Unsolicited Proposals methods.  All Grants and Contributions over $25,000 are subject to proactive disclosure.

1. Calls for Proposals (CfP) - The Department identifies expected results and invites applicants to submit proposals that will contribute to the achievement of those results. The comparative process will result in a grant or a contribution. To get involved, submit expertise offer to organizations working in the international development field, contact existing international development partners associations or subscribe for notification of CfP or to email notices.
2. Department Initiated- The Department identifies expected results and a specific organization best suited to achieve the results. The organization will to submit a proposal that will be assessed on its own merit. A grant or a contribution will be issued. To participate, submit expertise offer to organizations working in the international development field or contact existing international development partners associations.
3. Unsolicited Proposals- The Department receives a proposal from an applicant that is not in response to any departmental communication. Based on the Department’s decision it may result in a grant or a contribution. To participate, submit expertise offer to organizations working in the international development field or contact existing international development partners associations.
