Stakeholder debrief report – Canada-Indonesia CEPA negotiations – Round 10
November 4-8, 2024 (Bandung, Indonesia)
General overview
The 10th round of negotiations toward a Canada-Indonesia Comprehensive Economic Partnership Agreement (CEPA) took place from November 4-8 in Bandung, Indonesia.
The Canadian delegation was led by Chief Negotiator (CN) Aaron Fowler, Associate Assistant Deputy Minister and Deputy Chief Trade Commissioner, International Trade, Global Affairs Canada and supported by Deputy CN Alisha Somerville, Deputy Director, Indo-Pacific Trade Policy Division, International Trade, Global Affairs Canada.
The Indonesian delegation was led by CN, Mr. Djatmiko Bris Witjaksono, Director General of International Trade Negotiations, Ministry of Trade of the Republic of Indonesia and supported by Deputy CN Mr. Johni Martha, Director of Bilateral Negotiations, Ministry of Trade of the Republic of Indonesia.
Round 10 negotiations covered 21 issue areas. 91 scheduled negotiating sessions took place in-person in Bandung, Indonesia and 9 sessions were held virtually. In addition, numerous negotiating tables met for additional ad hoc sessions during the week of the round.

Key developments
Text-based negotiations are now substantively concluded.
In addition to substantively concluding text-based negotiations, Canada and Indonesia achieved significant progress on the negotiations of market access and scheduling of non-conforming measures (NCMs). Market access negotiations on Temporary Movement of Natural Persons were concluded. On Investment, Trade in Services, and Financial Services, Canada and Indonesia advanced discussions on the scheduling of NCMs. On Rules of Origin, Parties closed all agriculture product-specific rules of origin (PSRs) and agreed to continue advancing negotiations of industrial PSRs in Jakarta, Indonesia the week following Round 10. On tariffs, Parties discussed their respective offers.
Parties agreed to resolve all the outstanding areas of the agreement by the end of 2024.
