Questions and answers – Support to inclusive governance in Ukraine

Which institutions are included under "local governance and local, district, and regional governments" and "local, district and regional level public administrations"" in the Objectives section? Does this cover the executive (regional, district and local government), legislative (regional parliaments) and judicial branches?

Under the Objectives section, the call does not identify specific institutions for "local governance and local, district, and regional governments" and "local, district and regional level public administrations. " Applicants can identify relevant institutions based on their proposal.

The call can fund projects that address the executive branch and/or the legislative branch of local governance as well as civil society. This call does not include the judicial sector.

Are public universities that are registered non-profit organizations and legally incorporated in Canada eligible?

Universities are not specifically excluded under this call. As per Global Affairs Canada's Guidance on applying for calls, Universities and educational institutions meeting all eligibility requirements are eligible to apply unless specifically excluded on a call page.

Would a project proposal that fits within the first two priority areas of Canada’s Inclusive Governance Policy (protection of human rights, and equitable access to a functional judicial system) be considered for funding under this call?

This call will only fund projects which are aligned with Canada’s Inclusive Governance Policy priorities of enhancing participation in public life and/or ensuring that public services work for everyone.

The call asks for a Logic Model that “visually depicts the outcome statements down to the immediate results”. In this case do immediate results mean Immediate Outcomes? Or does it mean Outputs?

Applicants are expected to fill in the Logic Model down to the immediate outcome (immediate result) level. As per Global Affairs Canada's guidance on Results Based Management, the terms result and outcome are interchangeable.

When will applicants be informed that they have been invited to participate in the second round of the application process?

After completing the merit assessment, the Department will invite a limited number of eligible organizations whose concept notes align best with the objectives and parameters of the call to submit a full proposal. However, an invitation to submit a full proposal is not a guarantee of funding.

The exact timelines will depend on the volume of applications received.

Will the contribution funding include a 12% overhead compensation rate for an organization’s indirect/overhead costs?

Yes, for Canadian organizations the Department’s 12% fixed overhead compensation rate will apply. Please review the Overhead Compensation Policy for Non-Repayable Contribution Agreements with Canadian Organizations under the International Development Assistance Program webpage for more information, including eligible costs and the application of the 12% fixed overhead compensation rate.

Non-Canadian organizations can negotiate their overhead rate with the Department.

When is the anticipated start date of the project?

Several factors influence the start dates of projects, including the volume of proposals that the Department must assess, and the time required to negotiate funding arrangements with prospective partners. Global Affairs Canada hopes to negotiate funding arrangements with successful applicants under this call in the 2022 to 2023 fiscal year.

Can Global Affairs Canada define the term “civic education”?

For this call, civic education (also known as citizen education or democracy education) can be broadly defined as the provision of information, skills, values and learning experiences increasing the citizens’ awareness of their rights, and/or equipping and empowering them to participate in democratic processes.
