E-1: Introduction

The Export and Import Controls Bureau (EICB) has adopted the Harmonized Commodity Description and Coding System (HS) to classify, identify and control imports and exports of textile and apparel products.

Canadian importers need to refer to the relevant HS codes when applying for permits for the importation of textiles and clothing products.

This Handbook is designed and arranged into sections to assist you in the classification and identification of textile and apparel products, and to provide information concerning the import control or export requirements of these goods.

They are described briefly as follows:

Section E-2: North American Free Trade Agreement

Provides an explanation of the Tariff Preference Levels (TPL) as provided under the North American Free Trade Agreement applicable for various yarns, fabrics and apparel goods imported from Mexico and the U.S.A.

  • EICB Import Control Schedule
    describes and identifies on an HS basis, textile and apparel products that require import permits pursuant to the Export and Import Permits Act.
  • Annex Codes
    describes and identifies special provisions for certain goods specified in the EICB Import Control Schedule.

Section E-3: Canada-Chile Free Trade Agreement

Provides an explanation of the Tariff Preference Levels (TPL) as provided under the Canada-Chile Free Trade Agreement applicable for various yarns, fabrics and apparel goods imported from Chile.

Section E-5 CETA Origin Quotas

Provides an explanation of the CETA origin quotas as provided under the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) applicable for various high-sugar containing products, sugar confectionery and chocolate preparations, processed foods, dog and cat food, fish and seafood, textile and apparel goods, and vehicles imported from the European Union.

Section E-6 Canada-Honduras Free Trade Agreement

Provides an explanation of the Tariff Preference Levels (TPL) as provided under the Canada-Honduras Free Trade Agreement applicable for various fabrics and apparel goods imported from Honduras.

Section E-7 Canada-United States-Mexico Agreement

Provides an explanation of the Tariff Preference Levels (TPL) as provided under the Canada- United States-Mexico Agreement applicable for various yarns, fabrics and apparel goods imported from Mexico and the U.S.A.
